92 Volvo 245 Steering shudder at slow speed, near full turn ? 200 1992

I can tell you that the PS belt in my 93 is loose as a goose and it works fine. The problem car has the belt pretty tight but the shudder continues, I could try a new belt.

I do have a spare PS pump as well as a rack so I may start with the pump. Any tricks to removing the hoses from the pump? I'd rather not deal withe the rack end of the hoses right now.
