92 Volvo 245 Steering shudder at slow speed, near full turn ?

New accessory belts and have made several adjustments, shudder is less but not gone away.

Harmonic balancer is fine it has been well marked and not slipping or wobbling.

I'm not sure another pump will solve anything as I have seen that shuddering is not due to the pump or rack?

One thing I saw was it's caused by engine RPM input and fluctuations of engine speed. This is one of the reasons for the harmonic balancer and special high pressure hoses to reduce or eliminate engine induced pulsing. Anyone know of special hoses? I know some 240s have a metal ring around the hose to help reduce pulsing.

Before swapping the pump I may try a turkey baster fluid change using Mobil 1 ATF.

Any comments and ideas are appreciated.
