1980 Fuel Pump Relay 200 1980

Greetings All,
Does the Fuel Pump Relay control both fuel pumps independently?
My intank pump seems to be working when it wants to.
When I hear the main pump starting to get louder
I'll pull over and jumper the two pumps, but most
of the time the intank pump will not be turning on.
Then later on the same day I'll jump the pumps at
the fuse box again and then I'll hear the intank pump
working again. The intank pump seems to be hit or miss.

I pulled the intank pump out earlier this week to take
a look at it and it ran fine when I applied power to her.

This afternoon the main pump began to hum loud. I pulled
over and jumped the two pumps and the intank pump did not
respond. The main pump ran fine. 1/2 hour later when I
arrived home I re-jumpered the two pumps and both ran fine.

Could the fuel pump relay be my problem?
