Did you pressure test the cap?

Unless you suspect that the cap is bad - a good possibility - I think that 11 psi is plenty. The cap is designed to release any pressure beyond 11.

When you see the white smoke, hold a gold beer in the exhaust stream - then taste the condensation - if it is sweet, you have a coolant leak into the engine. If oily, an oil problem - leak or blow-by.

If you taste neither, drink the beer to cleanse your palate!
