Do you have 12v at terminal 87 on the main relay with the key on?

If yes, turn key off, ground terminal 85 on the fuel pump relay, turn the key on and test for 12v at terminal 87 on the fuel pump relay.

If yes, then you have a wiring issue between the ECU and the fuel pump relay or a bad ECU.
