Adjusting timing 200 1989

Howdy everyone!

Data:
89 245 w/ EGR (makes it a 3.1?)
Ignition tube up (Cap, Rotor, Plugs, Wires) in June.
About a week ago car started acting like it was missing in the AM.
Then today, no start. Cap and rotor were kaput. New cap and rotor, running like new.
After getting it home, I thought I should adjust the timing. (or at least check the timing.)
Timing is set to 0. So I loosen the nut and go about twisting the distributor, nothing. When I rev the motor it does advance, but I am unable to adjust base timing.

Question:
1. Am I crazy?
2. Am I missing something? (other than my bently manual)

Yes, I did do a search but no joy.
