No power to th horn 200 1993

My horn does not work. Fuse number 2 is fine. However, I have no power at he horn connector. I would like to check the horn activation assembly under the air bag. How do I get to it? I removed the top and bottom panels on the steering column. How do I get to the little switch that rubs against big copper ring? Thanks...
