240 no start 200 1988

I'm trying to resurrect a 1988 240 but can't get it started. I have good spark when cranking but am not getting fuel. I can jumper the system relay to start the fuel pump (grounding the wire from ECU pin 17). All the sensors check out using the guidance in the green book. For some reason the ECU is not grounding pin 17, allowing the fuel pump to start, nor powering up the injectors, etc. Any clues to what is going on appreciated.
