1993 940 wagon intermittent dashboard illumination light failure 900

Sometimes when I turn the headlight switch on, the dashboard illumination lights will not come on (instrument cluster/dashboard/climate).
I've replaced the headlight off/park/on switch, no fix.
Same problem if the car is or isn't running.
(This problem seems to be humidity related)

Could it be -
- the main headlight relay behind the ashtray, Bosch/Volvo #1324749
- the bulb failure relay in same location
??
