Steering rack front end shimmy 200 1989

I have a 1989 245 with vibration issues on front end.havedone the following

Balanced tires

Repack wheel bearings

New rotors

Motor mounts

Transmission mount

I think it may be steering rack

I have what I think is extra fluid in resivor

Is that a sign of rack failure?

Shimmy starts at 40 mph to 65 it stops if I apply brakes gently

Also while torquing front left wheel seems to have movement from front to back

Any suggestions would be great


Center support bearing seems ok
