No Start Mystery 200 1988

1988 240 DL N/A with about 300k miles. Car won't start.

Car cranks and headlights work.
Battery is fully charged.
Gas tank was less than half full, so I filled it up to 3/4 (last year, the in-tank fuel pump went out, so I followed Art's suggestion about the best brand to use). It started with less than half a tank of gas.
Spark goes to all 4 spark plugs
Fuel comes out of the fuel line that feeds the fuel injectors, though I didn't measure fuel pressure.
However, there is no voltage to fuel injector #1.
Bentley is sorely lacking on testing the fuel injector system.
neutral safety switch works fine.
The fuel pump relay tests okay (no continuity between 86/1 and 86/2 and no rattling when shaking the relay); swapping with another relay did not help with the no-start situation.

How do I test the fuel injection ECU?

The fuel injection ECU part number is 3517641. Which models and years would work in my car? Are there alternative part numbers that would work?
