Variable alternator voltage 900 1992

When I first start my 940T alternator shows 11 volts of output. It will remain so for 2-3 minutes. Then like magic voltage jumps to 13.7 volts. I swapped the voltage regulator thinking it was faulty. That didn't change anything. I wonder what could it be.
