Fuel filter backwards ?? 900

1995 Volvo 940 turbo . Just got this car last year . When I went to replace fuel filter I noticed that it was backwards/wrong direction . Arrow was pointed toward rear of car . Odd I thought as always thought arrow should point forward toward front of car . Not really knowing I just figured maybe a fuel filter can work either way . Looked like it had been on car forever . Quite rusty & hard to get off . It was a Bosch 0 450 905 401 Replacement I used was a Purolator F64857 as per Pep Boys Auto . I installed it with arrow pointing forward toward front of car . Car would not start . Fuel leak at rear fitting as fuel would not go thru as though it was blocked . Weird . So I bypassed filter with fuel line I had about . Started and runs fine . So my questions are : #1 should filter on this particular Volvo face toward rear ?? #2 Was I using wrong filter(Pep boys has been wrong a number of times) ?? Thanks in advance for replies / help .
