Fix Speedometer 700 1985

I have a 740GLE that has been partially refurbished. My current mechanic after it was refurbished could not get the speedometer working. I do not like driving around without a speedometer. I'm looking for a shop or mechanic that can fix the speedometer in the Washington DC area. I provided the mechanic with the FAQ about speedometer fixing but I'm not sure he followed the instructions in the FAQ but it is time to find another place to get the speedometer fixed.
