no belts turning but car starts and runs albeit rough 200 1988

245k on the clock .
alternator was replaced a few yrs back with a Bosch rebuild. PS pump is original and so is the AC compressor
Is my harmonic balancer slipping that bad? I don't see the out side of it spinning at all. I will look closer on next startup to check on that. That is what drives all the belts as far as I know and I would think even if one of the other seized that would still spin being driven by the crankshaft.
