Help - Loose Wire 200

Was under my ('83) 240 today when I noticed a black wire dangling below the red oil sump. I traced it back to see where it came from - it runs out of a harness in the firewall, wraps under the passenger side suspension mount, goes through a heat-shielded harness and is then tied to two steel (coolant?) lines that come off the radiator. It's the only wire attached to those steel lines. Right now it's just dangling off of them, and I'm assuming it shouldn't be. Any thoughts on what this is, and where it goes?
