740 Turbo IAC not functioning 700 1989

After looking deeper into the issue, I believe the issue is not IAC related. It turns out that there is a different circuit that sends a signal to the ECU, pin number 16 that tells it to raise the idle to compensate for air conditioning. I found this out via a Saab webpage detailing the LH 2.2 system, together with my Volvo wiring diagram.

The engine seems to compensate for other loads such as turning on/off the rear defrost or turning the headlights on/off. The IAC is likely functioning correctly. I'll be looking into the pin 16 circuit at this point.
