Upshift arrow no longer functional... 200 1989

Sages,

Specifics:
1989, 245, MANUAL transmission, 392k miles on the car.

About a week ago I noticed that my upshift arrow for my transmission no longer came on. Upon further inspection, I also noticed that the light no longer lit up when I turn the key to KPII.

I replaced the bulb and it now lights when I turn the key, BUT does not illuminate when I drive the car.

I've inspected the cluster, and all appears to be fine.
I've Ohmed out the wire from the cluster to the ECU, and that is fine.
I've replaced the ECU maybe thinking that function, might be broke, however it still did not work. Now that doesn't eliminate the ECU, but I find it hard to believe that it too would be bad.

Now, I know I shouldn't worry about the light not working, however, I'd like to understand why it no longer works.

Any insight into this dilemma is greatly appreciated.
