Different markets are so...different. Where I am the Volvos tend to be newer and sedan.
It does seem like the car you describe is right there in the price range of the others for sale right now.

Odd combo of options, base model, no sunroof, auto climate control or even a CD player, but leather and a power seat. If it has good matching tires and some service history.

AWD though, less efficient and the '98-2000 first gen Haldex system is failure prone, both the angle gear and the viscous coupling. Look for receipts for those high dollar items (and look to see that the driveshaft to the rear is still present).
The ad is oddly written, suppose it really is a private party sale (which I always prefer) but I would go into it wary that they're actually a dealer or flipper. And I hate it when the seller goes out of their way to NOT show the wear on the seat bolster and bumpers...

Transmission troubles in these are well-documented; ask about the "B4 servo upgrade" and software updates. It's cheap and there's probably a reason for that, might not be the tranny, but there's bound to be something.
