Hi,

Did you try flushing the valve with denatured (wood) alcohol?
I just might be dirty.
It supposed to stay closed until vacuum opens it under idle conditions as that is when the vacuum is the highest.
When the valve opens it then purges the canister of collected vapors.
So basically it a vacuum operated valve in the hoses.
Nothing to special for the way they built these smog systems or evacuation systems for that matter.

By it sticking open it can be a source of lean mixtures, or especially if, the hoses are rotten!
