1993 cruise control doesn't work

Yes this 1993 240 is a automatic and the '90 donor car was also a automatic.
I did check & clean #12 as well as a few other fuses & interface. Hoses appear to be good, in fact I thought I would get some vacuum draw while placing my finger over the white nozzle on the vacuum pump itself but there's nothing.

You mentioned pin 8 to be grounded....is that at the directional stalk? There is no loose ground wire from the controller box.
I don't know what VSS is but I will check the computer codes nonetheless.
