Irregular belt noise on 240 1991 200

Hi. Thanks for comments.

I saw smoke from the belt area so I thought it was the belt being melted. But it looks fine today. But today for once, the car was steering heavy with loud noise. So I suspected power steering belt. (Is that the one located vertically to the power steering at the top?). I plan to drive very little and take it to my trusted mechanic next week. I just hope not to get stuck on the road until then.

AC(R-134 converted) was never cold anyway. I refilled the freon last year and that did not make much difference. Is this a good idea to replace the compressor? The new, generic one seems to run at $300.

If I want to try to tighten the power steering belt because of the noise, should I try to loose the 13mm bolt at top and tighten 10mm long bolt nut? (I am not even sure that power steering belt is one making the noise.) All belts were replaced last year and they seem fine, and they did not seem that loose.
