Rear window defroster operation? 200 1993

1993 240 wagon
235k mi

The rear window defroster only works with the top 5 heating elements across the window. It's been this way since I purchased the car about 8 years ago. It's never really been a problem since those top 5 rows allow visibility to cars behind, but I'd like to fix it if possible.

I replaced the wiring harnesses through through the hinges about 4 years ago with Volvo OE, and that did not change the condition.

How do I determine the cause?
