Roof rack grommets 200

My car had a factory/dealer installed roof rack and when I bought it and started restoring it the rack was off the car with duct tape over the holes. I am trying to put it back on and the old grommets, with the nuts inserted, are useless, the lower rubber is more than half gone on most of them.

What are these things called--grommet with a nut in it--and is there a reasonable substitute out there? I haven't checked but I'm pretty certain they are NLA from Volvo.

BTW, I'm not looking for the roof hole plugs but the fasteners to reinstall the rack.

I thought of using nutsert rivets and sealing it with a butt load of caulk, I suppose that would be the last resort.
