Cranking problem on car sitting a few years 200 1986

I just got this 1986 and nothing happened turning the key but the dash lights came on. Removed the starter and it was totally locked up. Put on a new Bosch starter and now I get a faint click when turning the key. If I touch a wire connected to battery + to the solenoid, it starts right up. Does it sound like an ignition switch problem assuming the wiring from the switch to the solenoid is ok?
