Low beams wont turn on 200 1989

Hello
So when i turn headlight switch to parking lights, everything works, dash lights and parking lights work, high beams work.
Problem is when i turn switch one more notch to headlight position, everything turns off, dash lights and parking lights, high beams still work.

Also interior dome lights do not work (center and hatch), new bulbs still not working.

Relay?
Deeper electrical issues?
