Distributor 180 out? 444-544

Did I do something wrong here? Reassembling a very tired B16 with seized rings.
Pulled it and stripped it and put in rings and bearings and new timing gears while in to it…
Marks aligned on gears, #1 (& #4) were TDC and marks on flywheel were right, so installed dizzy drive so it looked like the picture in the book, with the groove 8-10deg, offset to the right, is how I’d describe it.
Now I dropped back in car and put head on and start to set valves, etc, but as I turn it over,
I’m seeing the dizzy is actually 180 out; when it’s ready to fire #1 the rotor is pointed to like 2’oclock.
Do I need to pull the engine and reset the dizzy drive now that I know when #1 is TDC and ready to fire?
What did I do wrong if my alignment marks were lined up?
Also I noted both key-ways on drive and cam shafts were at 12’oclock when the marks aligned which I took as a good sign I was doing it right.
What did I miss or mess up on here?
