1992 245 fuel supply problem. Great car! 200 1992

1992 245 wagon AT. Fuel gauge has never worked. Last Sunday at the Beacon Sloop Club Corn Festival car wouldn't start. It started every time for 4 years. Pretty sure it ran out of gas. I put in 3 gallons, still would not start after numerous attempts. Had to get flatbeded home (38 miles). On the way home stopped at local Shell station and put in 6 more gallons.
Got home offloaded at 12:30 AM I went to bed. Try to start the next day - no go.
Open the access cover to check the in-tank pump (picture #1). No wires are connected through the top where the pipes go down into the gas tank (picture #2). The wiring that is going through passes over the top of the gas tank to a 1.5 inch diameter junction (picture #3). Not sure what is connected to it. I've never seen this set up on my previous 4 Volvo 245s.
Is there an in-tank pump? How does electricity get to it?
I'm working out of my Bentley manual, just getting ready to jump the fuel relay to test the pumps. I will open the black plastic rectangle junction box in picture #1. It has 2 wires in and 2 wires out. (Picture #1) maybe there is a fuse inside it.
Picture #4 is looking forward at the main fuel pump and fuel filter.
I wanted to get this up on the RWD forum so others could look in giving some ideas, and things to check. Going back out to set up the fuel pump relay jumper test, then try it. I will get back on the computer with update.
