No cabin heat 700 1991

I am trying to help a friend who purchased this wagon from me several years ago. He is reporting that there is no heat in the interior of the car. The heater valve is new and responding to adjustment at the dash. He flushed the heater core and it was not restricted. At this point I am wondering if the vacuum operated doors in the system might be at fault?

Where is the vacuum routed through the firewall to the dash?

Any suggestions on additional things to look for?
