#16 fuse blowing 200 1989

My 240 sedan has developed a electrical short that blows the 8 amp #16 fuse.

This fuse is for RH park and tail lamps, Instrument and Ashtray area lighting, Dimmer for dash lighting, bulb out warning light etc.

I have checked connections and have tried isolating the various components above to find the short. I have followed wiring to and from these components to find exposed wire. No luck

The circuit boards on the taillights have been problems for me in the past but my experience shows when they failed the taillights didn't work at all.

My Rear fog, blinker and stop lamps are working.

Anyone had a quirk like this before? Help please.
