First look for vacuum leaks - check all hoses and check the cold idle control. Then verify that the throttle switch is properly set (go through the whole procedure - be sure that the throttle stop screw has NOT been used to adjust the idle!). Also check to make sure that the throttle switch idle contacts are working - use a test plug with an ohm meter or test light.
