164E problems 140-160 75

I recently aquired a 75 164E with an Auto trans. I've been having problems with the idle speed. Occasionally the engine will surge or pulsate and almost stall until i give it some gas. Also i have noticed when stopping on an uphill portion of the road it surges while in drive. I've checked and replaced vaccum hoses, I don't know if it is a problem with the Exhaust Gas recirculation system, vacuum system,or a fuel issue. I thought all my knowlege of the B20f in an ES would help, but i'm turning this one over to the experts. please help!
