Help! Failed Emissions 200 1986

Hey Folks,

Hope you good folks can advise as to what caused my '86 240 to fail Virginia emissions testing. All readings passed except for those under the "NO ppm" catagory. I have no idea what "NO ppm" means and the inspectors' english was not good enought to explain it. The readings there (NO ppm) were more than double the acceptable limit.

The car has 160kmi. and runs well with no performance problems. All vacuum hoses are in place. Due to other problems, the following have been replaced within the last six months: jetronic, fuel relay, OS sensor, AMM, wiring harness, flame trap, air filter, both fuel pumps and filters, plugs, wires, cap and rotor, exhaust system (cat back)and other assorted fuel injection componants. Everything was adjusted properly.

The Cat is original. The exhaust smells only slightly. I don't notice it. If anyone could tell my what "NO ppm" stands for or advise on which way I should go I'd greatly appreciate it. Thanks in advance.
