caliper tensioner? 700 86

Front end was clunking occasionally. Alignment appeared perfect, balancing didn't. Into dealership for an oil change, asked them to check out the clunking.

I was told that the shocks/bushings were all ok. However, not only were my front rotors warped (hence the apparent imbalance), but my "caliper tensioner" was broken. I have never heard of this part, nor has the brickboard (I searched for the term and found nothing). They said replacing this would fix the clunking. That cost $41, and it still clunks, though MAYBE a bit less.

Any clues as to what's happening here?

Another bit of possibly relavent info: my steering rack has a slight leak (has for a while; I watch the ps fluid level. However, the car has no alignment problem.
