high idle, lugging, hard starting 200 1987

I have an '87 240 w/120,000 miles. Sometimes it is fine and purrs, other times,particularly when cold, it starts but the idle remains high and it hqas poor driveability w/ lugging. Sometimes this condition goes away and once it has started when I turn car off & try to restart the engine cranks for about 15-20 seconds before starting, almost as if flooded. If it had carburator I would think the buterfly was sticking. Any ideas?
