Windshield Wipers Wont Stop Running 200 1985

We've had a ton of rain in North Texas over the past two weeks and now I have a new problem to me.

My windshield wipers wont turn off when they are set to off position, they will only barely stop when in intermittent position and work fine in slow and fast mode but wont stop running. I have to turn the key off and on a few times to get them to stop when the key is on.

I highly suspect the relay (and i suspect there is one) but where is it located? I have had a lot of luck in the past with popping the covers off relays and cleaning up the contacts. I suspect I have oxidized contacts due to the wet weather of late.

Is this the generic relay or a special one?

Is it even a relay?
