Turbo bypass valve. 700 to '89

What is the purpose and operation of the turbocharger bypass valve (mounted near the front of the cylinder head) and the check valve inline with the intake manifold hose, that is used with the Garrett charger? It can't be pressure limiting since the charger has a wastegate.
