Cheap annoying idle 700 1985

Hi,

The idle on my 740 Turbo is cheap. It is a bit rough, and the needle goes up and down a bit while idling. I've cleaned all of the hoses, replaced Air Mass Meter, new Turbo Down pipe hose, pretty new CIS/IAC motor..... What else can I do !? Would the fact that it's only getting about 19.5-20 mpg with 92-94 R+M/2 octane gas?
