Reasons for Fast Idle 700 1986

The V6 will not idle slower than 1200 rpm unless the flame trap to air intake hose is plugged, then a good 600/700 rpm is maintained at idle. Any suggestions to get the lower idle without blocking the vent tube? The car appears to run great in either condition, but needs to idle at the lower rpm. Thanks!
