no brake light when headlights are on? 700 1985

I was playing around with my lights the other day and discovered my high beam light enclosure were cracked, so I replaced them ($7 each). Then I checked all my other lights. It turns out that when parking or headlights are turned on, there's no brake light indication. Let me try to make this more clear:

On newer cars, when headlights are on, the rear tail lights are dim. When brake is depressed, they glow much brighter.

This doesn't happen on my 85 740 Sedan. So if I'm driving @ night, the person following me won't know I'm braking (there's no 3rd brake light either).

Is this supposed to happen? Has anybody rewired their tail light to make it safer?
