Buying a 940 Wagon - Paying too much? 900 1994

I have been shopping for a used 93 or 94 940 Wagon. I have been following this board and the used Volvo market in SoCal for several months now. I have seen a couple of nice ones go for $12 to $14K because I thought I could get a nice one with 100k miles or so for around $10K, but it seems that the demand for these elicits the higher price.

Question: I am currently looking at a 1994 Turbo 940 Wgn, 80k mi. asking $13,995. (I don't really want a turbo but can live with it). I suspect if I offer $10,000 I will never get it. Is $13K way too much to pay?
