fuel pump relay 200 85

I have an '85 240dl with intermitant fuel pump shut-off. The relay runs hot and does not start the pumps until the ignition switch is in the "start" position. When the ignition switch is turned "on", one of the two relays within the fuel pump relay closes; when the switch is turned further to "start", the second relay closes. Manual says that the pumps should come on when the switch is "on". I have replaced the relay, main pump, and controller with spares from my parts car...I don't get it, even after walking a number of miles. Help. Signed, thick as a brick
