Vent window latch 140-160 1972

Here is a common problem to which I hope someone has a solution. The latch which is glued to the vent window has come off. What kind of glue will hold the latch to the glass and what steps should I take to prep the two surfaces. I have tried several glues including 2 part epoxy, krazy glue and rubber cement. If I remember right, the epoxy lasted the longest......maybe 2-3 months before the latch popped off. Meanwhile, I have a replacement latch which gets pressed onto the window edge to hold the window closed. It does a pretty good job except there is just enough space for the wind to whistle through. I really would like to put back the original. Thanks for any suggestions
