Missing belt for A/C Compressor 200 88

I bought my Volvo and was told the A/C needed a charge. Since it's been below 30 for the past month I haven't thought much of it. Over the weekend I noticed there isn't a belt connecting the compressor to the crankshaft pulley. The compressor pulley moves freely.

Could this have been done by the PO to "fix" something? Would there be any harm in installing a new belt to see what happens?
