Fuel Pump Noise/Hard Starting when cold 200 1981

I've got a problem...my 81 240 with CIS injection takes quite a while to start up in the mornings. At idle it had a loud buzzing noise that resonated through the car, after diagonisis, it was a seized in-tank pump so I replaced that intank pump with a new one. Now, I still have the cold start problem and now the MAIN fuel pump is loud. The main pump makes a constant higher pitch buzz (but not anything close to the normal whirring noise it should have) that resonates up through the floor board. Could this be a burnt out main pump (considering the in tank pump had been seized for 5-6 months)? By the way, the little hose in the tank was OK and the hard starting is independent of fuel tank level. What else could cause this? Thanks
