LH-Jetronic fuel system problem(?) 200 82

Could there be an explanation for my 245 fuel pump delivering 50% more fuel than specification (spec = 1 qt./min) yet only drawing 3.29 amps (spec = 6.5)? Fuel pressure regulator is OK, electrical connections and grounds checked out. Only thing I can think of is maybe volume pumped is OK when not under pressure but not when under pressure, which seems to call for a fuel system presure test. Does that seem logical or could there be another explanation, besides a faulty amp meter? Thanks for any suggestions.
