No start - blown fuse 200 1982

Here is the situation.

-15 degrees celcius car has been having trouble starting when cold.

I suspected the fuel pump relay as I have not been hearing the fuel

pump when I turn on the ignition. So I swapped fuel pump relays with one

that has the same part number but which came from a junked car. When I then

tried to start the car it almost caught when it blew fuse 13 which is I believe the fuel injection relay fuse. After replacing the fuse the car will not start no matter which fuel pump relay is in place. It has not blown the fuse again.

The car had been having troubles in the cold even though I have a block heater. But it has always started eventually.

Any ideas?
