proportion valve give me a brake! 200 1984

replaced p valve and from day one can only get a few drops of air or fluid to the rear right caliper, not allowing it to close. I started from the rear and worked back and lines, caliper, work at that wheel if i switch the lines feeding the rear brakes at the p valve. So it is the supply to the right rear, at the p valve that is the problem. I have not bled the p valve or the m cylinder because all three wheels work just by bleeding at the brakes. Is it possible there is air in the p valve or mc that is the problem or can it be the p valve i got from volvo? I have eliminated the mc because there is no leakage in the booster and i get good pressure and pedal feel at the other three wheels.
