Fuse 9 keeps blowing out 700 1990

Fuse 9 is for the "warning light, seat belt, turn signals, air conditioning relay, heated front seats, electrically-operated window". The culprit seems to be the air conditioning as the fuse blows with the AC on and the car at a stop or crawling. Would appreciate some assistance on the diagnosis. Do I just go straight for the relay? Alldata showed only a delay relay 132. Is this what I should look for and where is it? Any other underlying problems to look for? This problem came up very suddenly, with first occurrence today. A brand new replacement fuse burnt out in stop and go situation in a parking lot. I have five more fuses, but thought I should ask for advice before I go through all of them. This is the first time anything like this has happened in the 10 years we have had this car. We live in FL, so AC still comes in handy this time of year.
