Gas tank pressure??

Is there a vent for the gas tank on a 71 142s?

I just got a new gas cap with a GOOD seal to replace the old cracked dry seal it had.

so now...

in the morning when its cold and I take off the gas cap there is suction sticking it to the filler pipe...but in the afternoon when its warm there is a puff of pressure hwen I takle off the gascap.

So I figure that the vent to the gastank (if any) must be plugged???

Also this could be the cause of fluctuating fuel pressure I have had,
